Audit Unveils Successes and Challenges of Kenya’s Climate Smart Agriculture Project

Unveiling a mixed bag of triumphs and trials, the recent audit of the Kenya Climate Smart Agriculture Project (KCSAP) by the Auditor General offers a comprehensive review of this Sh29 billion undertaking. Launched in 2017, the KCSAP was designed to bolster agricultural productivity and reinforce climate resilience among smallholder farmers in Kenya. While the audit reveals notable achievements, it also shines a light on significant challenges that have marred the project’s progress.

Successes of the KCSAP

Among the victories noted, the audit highlights improved fund transfer efficiency in Nyeri County, expanded irrigation in Kisumu County’s Gem Rae scheme, and a surge in agricultural capacity in Nyeri’s Kiria Dam and Kakamega’s Khwisero Fish Hatchery. These successes demonstrate the potential of KCSAP to transform agricultural practices, enhance productivity, and foster climate resilience.

 

Challenges faced by the KCSAP

Despite these triumphs, the project has been blighted by significant problems. Notably, late fund disbursements have impacted the progression of the Participatory Integrated Community Development (PICD) process. The National Project Accountant cites delays in the approval of the County Allocation of Revenue Act (CARA) by Parliament as a primary cause for these deferred fund releases. Furthermore, the audit discloses irregular funds transfers, most notably the Sh60 million sent to Isiolo County, which have further complicated project execution.

Planning and preparedness: Room for improvement

In addition to these financial obstacles, the audit reveals a lack of adequate planning for key farm inputs, leading to low crop yields and missed planting seasons. Certain projects have also been hindered by an absence of practical skill transfer systems and suspended development due to unforeseen natural disasters. These findings underscore the need for more thorough feasibility studies and preparedness moving forward.

Overall, the audit presents a sobering picture of the KCSAP’s performance, balancing significant achievements with substantial challenges. As the project continues to unfold, the findings of this audit will undoubtedly shape its future trajectory, offering valuable lessons for improvement and growth.
