Russia’s wheat flour exports rose both in terms of volume and value in 2024 as shipments to Afghanistan doubled over the previous year, Reuters reported, citing Russia’s state agricultural export agency, Agroexport.

A report by the agency showed that Russia’s flour exports increased by 7% while also increasing by 3% in value terms, according to Reuters, with about $300 million worth being exported last year.

Afghanistan, perennially the world’s leading flour importer, imported nearly $80 million of Russian flour, double the 2023 level, according to the report. Russia has been strengthening ties with the war-torn country since the United States military pulled out of Afghanistan in 2020.

China, which also has become more politically tied to Russia in recent years, was the second largest importer of Russian flour in 2024, the report said.

Russia exported a record 1.15 million tonnes of wheat flour (wheat equivalent) in 2023-24, an all-time high, according to the International Grains Council. The IGC’s most recent projections for 2024-25 peg Russian flour shipments at 950,000 tonnes, down 17% but still a historically high total.
